ACA shocks will hit tens of millions

The implementation of health insurance exchanges under the Affordable Care Act will produce price shocks and other surprises for tens of millions of people, writes Daniel P. Kessler of Stanford University and the Hoover Institution. About two-thirds of the low- or average-risk market will pay more for insurance next year, while 3 million people will lose insurance because of the law, based on Congressional Budget Office projections.
