Arizona law prohibits HOAs from governing public streets

Arizona Gov. Jan Brewer has signed a bill into law that blocks any HOA formed after 2014 from governing public streets, a response to residents' complaints of unfair fees for leaving cars parked overnight. "In a perfect world, you want justice for all. I think there are a lot of people in HOA communities that are suffering, and the authority is in the wrong place," says Sen. Nancy Barto of Phoenix. "But I think [the bill] helps at least give justice to future homeowners."
