Calif. youth city council's first goal is to improve safety

The Santa Cruz, Calif., Youth City Council, which comprises high-school students, has been sworn in and has taken action on a survey of peers to gauge the city's safety and what can be done to improve it. Councilors will give the results to the official City Council.
