CMS proposed rule changes readmission penalty calculation

CMS' proposed inpatient hospital payment rule for 2014 calls for a 1% penalty for hospitals that do poorly in preventing hospital-acquired conditions but expands criteria for planned readmissions to reduce the number of rehospitalizations used in calculating penalties. The maximum readmission penalty would increase to 2% in 2014 and 3% in 2015.
