Dempsey: DOD budget couldn't meet caps

It was "literally impossible" to craft a 2014 budget that included sequester cuts, says Joint Chiefs Chairman Gen. Martin Dempsey, and he's not sure how to deal with the fact that the Pentagon budget is $52 billion above the limits set by sequestration. Dempsey was responding to GOP criticism that the Pentagon spending plan didn't incorporate cuts. "We would have to have done two budgets. And that's not possible, particularly when you've got furloughs," Dempsey said. "There wasn't a neglect — it was a practical matter of literally what was possible for us to ask the services to do."
