Regulatory, political snags threaten Calif. HSR groundbreaking

Regulatory and political issues could derail the scheduled July groundbreaking for a high-speed rail project in California. Freight railroad giant BNSF has raised right-of-way issues; a state Senate committee is investigating the project's altered bid-evaluation process; and the federal Surface Transportation Board says it has "legal jurisdiction over the project."
