Time Warner Cable plans digital conversion for New York

Time Warner Cable will convert its New York region to all-digital this summer. The switch will let the cable provider encrypt its basic TV tier, a change made possible by new federal regulations. Time Warner Cable already has converted its Maine customers to digital but has doesn't plan to do so in any other markets.
