Per-capita caps, greater state control proposed for Medicaid

Sen. Orrin Hatch, R-Utah, and Rep. Fred Upton, R-Mich., proposed a plan to give states greater control over Medicaid and to limit federal Medicaid spending. Per-capita limits on federal spending for the program would be set for four types of beneficiaries: children, working-age adults, seniors and people with disabilities. "Bipartisan per capita cap reforms would insert desperately needed fiscal discipline in Medicaid while preserving access to care for beneficiaries," the plan states.
