China moves closer to starting regional carbon-trading programs

China is gearing up to begin its carbon-trading programs in seven pilot regions. Polluters in the pilot regions could purchase more carbon allowances or secure offset credits by investing in carbon-emission-reduction projects. The programs are expected to benefit the country's renewable-energy industry because polluters can gain credits by investing in wind and other renewable-energy sources.
