CHSRA to review proposals, bidding process for HSR project

A public review of the bidding process and proposals for the first phase of construction of California's $68 billion high-speed-rail project is scheduled during the California High-Speed Rail Authority board meeting today. Some have expressed concern that the rules of the bidding were changed midstream and that if the rules had not been altered, a Tutor Perini-Zachry-Parsons team would have been dropped from the short list. Instead, CHSRA called the team's bid the "apparent best value," making it the likely winner when the contract is formally awarded next month.
