FEMA policy prohibits Sandy aid to New York's co-ops

In the wake of Hurricane Sandy, thousands of New York homeowners have been surprised to learn that under a Federal Emergency Management Agency policy, co-ops are prohibited from receiving most kinds of disaster assistance. FEMA considers co-ops to be businesses, although in practice they are nonprofit entities under the control of the people who live in them.
