CMS: Medicare cuts built into ACA won't kick in for now

The federal government says Medicare cuts mandated by the Affordable Care Act if spending reaches a certain threshold will not kick in. Paul Spitalnic, acting chief actuary with CMS, said average per-capita spending growth is expected to be 1.15% annually through 2015, below the limit of 3.03%.
