Schools manager in Detroit quits, says turnaround succeeded

Roy Roberts, former General Motors executive who has been working as the state-appointed emergency manager of Detroit Public Schools for the past two years, resigned Thursday in a surprise announcement. "As far as I'm concerned, the district is fixed," he said, referring to strides in deficit reduction, as well as test scores and graduation rates. The district's state of emergency, however, is expected to continue through 2016.
