Iowa city council looks to combat nuisance properties

The Waterloo, Iowa, City Council is set to vote on an ordinance to crack down on "chronic nuisance properties," which experience illegal activity and frequent police calls. Under the measure, owners of properties that generate at least three police calls in one year would have to submit a plan to fix the problem or be fined.
