Mich. city council works to close $200,000 deficit

The Richmond, Mich., City Council is considering cuts to close an expected $200,000 deficit in the 2013-2014 budget. The cuts, which could include layoffs and reduced library and police services, would counter decreased tax revenue because of declining property value and lower state funding. A final vote is scheduled next month.
