The lower cost of living in Pittsburgh is driving more 20-to-34-year-olds to the market, and the shift is spurring the growth of an increasingly vibrant restaurant scene that's attracting chefs and restaurant workers from bigger cities. "I had no real chance of opening a restaurant near home, where the start-up costs would be triple what they are here," said Franktuary co-owner Tim Tobitsch, who relocated from Summit, N.J.
