Brenda Cassellius, Minnesota's state education commissioner, is reiterating her concern over high-stakes testing following glitches in administering online exams. Cassellius said existing exams offer little information to help improve teaching or learning, so she suggests using random sampling of students as a more efficient and useful measure of learning.
