Should Scotland raise the bar for primary-school teachers?

Educationalist Keir Bloomer has proposed that Scotland raise its maths standards for incoming primary-school teachers. Currently, teachers are required to have a "standard grade" in maths, but a "higher" grade in English. Bloomer is seeking to require teachers to have a "higher" grade in maths as well, saying a higher standard for numeracy education is necessary.
