Utilities are finding it easier to identify and respond to outages thanks to high-speed communications networks and emerging Supervisory Control and Data Acquisition systems. In Tennessee, $76 million in public funding has helped the Clarksville Department of Electricity leverage SCADA, fiber optics and an automated interactive voice response system to cut response times down to seconds when a problem occurs at one of its 12 substations.
