DOD seeks to fill Afghanistan funding gap

The Army is willing to trade funding for some vehicle and equipment purchases and upgrades in order to have enough money to transport equipment out of Afghanistan and supply troops there, and that's the basis of the Pentagon's reprogramming request sometime in the next several weeks. The Air Force, NSA and cyber operations also are part of the funds-shifting request.
