Pa. city council wrestles with budget

The Philadelphia City Council has until the end of the month to agree on a budget, which is expected to include the Actual Value Initiative property-tax system and an additional $60 million for schools. While councilors do not plan to look to a property-tax increase to raise the school funds, suggestions to raise the money include adjusting use and occupancy tax on business properties and an increased liquor-by-the-drink tax.
