Unions ready to challenge constitutionality of Ill. pension bill

Illinois public-employee unions say they will file a lawsuit if a pension-reform bill becomes law because they say changes such as reduced cost-of-living increases are unconstitutional. The Illinois Constitution states that public-employee pensions cannot be "diminished or impaired."
