U.S. border agents must ascertain that international students possess a valid student visa before they can come into the U.S., says a Homeland Security Department internal memorandum. The order comes after allegations that evidence related to the Boston Marathon bombing was concealed by a student from Kazakhstan who re-entered the U.S. earlier this year but lacked a valid student visa.
