Construction remains stalled on Alaska port's $1B expansion

The third construction phase for a more than $1 billion expansion project at the Port of Anchorage in Alaska is still in limbo. Construction has lagged as engineers conduct studies on what went wrong when steel piles driven into the ocean floor to support a new dock "bent and jammed together" and how work could best restart. The project, complicated by the fact that the port must stay open during construction, is years behind schedule and hundreds of millions over budget.
