Calif. city council is split on bicycle-safety ordinance

The Healdsburg, Calif., City Council has delayed an ordinance that would define bicyclists as "vulnerable users" and make it easier for them to sue drivers who harass or assault them. Supporters say the measure would establish the city as bike friendly and would protect bicyclists and pedestrians from being hurt or killed by vehicles. Opponents, however, say the measure is too heavily favored toward bicyclists and that it would be ineffective.
