Sequestration and other funding issues are hampering the Environmental Protection Agency's ability to properly staff its division that investigates potential environmental offenses, according to Doug Parker, head of the EPA's Criminal Investigation Division. "It's fair to say that there are significant geographic regions we can no longer cover," he said.
