President Barack Obama's budget includes a proposal for a broad expansion of a 1996 pilot program that restricts housing assistance, and public housing officials are in favor of the change. The plan would let housing authorities add time limits to aid, similar to the Temporary Assistance for Needy Families program, and would allow agencies to require those who can work to do so. Not everyone agrees with this fix to the public housing shortage, however. The National Low Income Housing Coalition likens it to "moving the deck chairs on the Titanic."
