Report: NYC's 9-1-1 system isn't ready for a major crisis

A consultant's report on New York City's new 9-1-1 system found that police and fire departments do not collaborate well enough to handle the increase in 9-1-1 calls that would come with a major crisis. The report also said dispatchers are not consistent in their handling of calls and that the problems could affect response times.
