The Pentagon probably won't be able to persuade Congress to allow another round of base realignment and closure until it has shown it has done everything possible to reduce spending in other areas, Frank Oliveri writes. The 2005 BRAC round did not reduce costs as much as expected, making lawmakers reluctant to implement another round, he writes.
