Why cities should consider a weatherproof plan

Climate change will impose significant costs on cities because of increased rainfall and other severe weather, Citigroup's Peter Orszag writes. He says cities are working to make themselves more weatherproof, such as a "climate-proof" plan in Rotterdam, Netherlands, that includes architecture meant to sustain flood surges and Philadelphia's proposed stormwater incentives and fees.
