Fort Worth backs off plan to ban hiring of smokers

The Fort Worth, Texas, City Council is backing off a smoke-free hiring proposal and instead is leaning toward offering employees smoking-cessation programs and adding insurance premium surcharges that encourage healthy lifestyles.
