New payment models are needed to cut costs and improve care quality, experts say, but they stress the importance of using the right quality metrics when tying quality to payments. "Linking payment to poor quality measures will not drive the system to be more patient-centered or higher-performing," said Dr. Frank Opelka, a medical education policy specialist, told a House subcommittee this week.
