Students face federal loan cap under proposal

The White House is finished reviewing a rule that ends some federal loan availability for students enrolled in college classes after a certain amount of time. For example, student borrowers in a four-year bachelor's program would get loan subsidies for six years under the plan. The rule implements a law Congress passed in 2012.
