Texas has no mandate for fertilizer plants to carry liability insurance

Various types of companies in Texas are required to have liability insurance, although no such state mandate exists for facilities such as the fertilizer plant where an explosion occurred last month. State agencies provided no explanation for the lack of an insurance requirement for such companies, according to this article. The state Insurance Department said it is tasked with regulating only insurers and amusement-ride operators. The Legislature is unlikely to address the issue before its session ends, said Rep.
