Former university president says Americans need to be bilingual

Americans should learn to speak another language if the U.S. is to remain a global leader, writes Gene A. Budig, who has served as president at three universities and of Major League Baseball's American League. Fewer than half of U.S. high school students take foreign languages -- and most are studying Spanish -- while more than 300 million Chinese students are studying English, Budig writes. The federal government must make language and cultural learning a priority, he argues.
