11 states meet ELL benchmarks under NCLB

Data released by the Department of Education show that 11 states met No Child Left Behind benchmarks for English-language learners during the 2007-08 school year -- up from zero in the 2005-06 school year -- but it is unclear whether achievement among English-language learners is on the rise. States are gathering better data about ELL students, officials said.
