Houston considers value-added teacher evaluations

Houston officials are considering evaluating teachers based on a value-added system that measures students' academic growth over time. However, experts and some teachers say they are concerned the value-added measure is not a reliable indication of teachers' effectiveness. The district already has been using the value-added system to award bonuses to teachers -- despite objections from teachers groups.
