Dual-model marketplace approach approved for Utah

Utah is the first state to win federal approval for a dual-model health insurance exchange, and HHS will propose a rule that will allow other states to follow suit. According to the approach, the state government will handle the small business exchange while the federal government oversees the individual marketplace.
