A government document reviewing the EPA's proposed finding -- now a preliminary finding -- that greenhouse gases threaten human health and welfare has come to light. The document criticized the proposal, arguing that it was not based on proper cost analyses and did not meet rigorous scientific standards. A White House official said many of the criticisms in the review came from staff who served in President George W. Bush's administration and that were rejected by appointees of President Barack Obama.
