Colo. bill would require HOA managers to have licenses

A bill awaiting Colorado Gov. John Hickenlooper's signature would mandate licenses for community association managers, management company executives and others that oversee managers. Under the measure, managers would be required to have Community Associations Institute credentials or a similar certification, pass a state test and undergo a background check and fingerprinting.
