European stocks were down and then up Monday amid releases of economic data from China and the U.S., with the Stoxx Europe 600 ending the day down 0.17% at 304.46. In the U.S., the market was mixed as investors pondered a weekend report about the Federal Reserve's plan to eventually scale back its bond-buying program.
