Bill requiring contractors to hire city residents advances in Baltimore

The Baltimore City Council on Monday gave preliminary approval to a bill that would require certain contractors to hire city residents for at least half of their new hires. The city's law department says the measure would be unconstitutional, and businesses say it would be a burden. The final vote will be June 3.
