D.C. considers making small businesses take part in HIE

The District of Columbia Council is considering whether to require purchases of small-business employer-provided health coverage through the city's health insurance exchange, officials said. Officials question whether the city is large enough to support the exchange unless individuals and small businesses are forced to support it. Business and insurance organizations have asked the council to increase the transition period for joining the exchange to three years and to commission an independent study to look at Washington's health insurance market.
