Sen. Warren questions regulatory settlements

Sen. Elizabeth Warren, D-Mass., questioned regulators' policy of settling enforcement cases without requiring firms to admit wrongdoing, in a letter sent to the heads of the Justice Department, the Federal Reserve and the Securities and Exchange Commission. Warren asked for details about how the agencies determine whether to settle or try cases.
