Understandably, President Barack Obama is eager to keep the IRS at arm's length -- but he went too far in describing it as an "independent agency," writes D'Angelo Gore. The IRS is a bureau of the Treasury Department, which gives the president much greater powers to oversee its operations and to remove or replace its leaders at will.
