Third Circuit strikes down NLRB recess appointments

The U.S. Court of Appeals for the Third Circuit on Thursday ruled that the recess appointments that President Barack Obama made to the National Labor Relations Board were unconstitutional. The ruling follows a similar one from the D.C. Circuit Court this year involving three NLRB appointees. The director of the Consumer Financial Protection Bureau was also a recess appointment.
