Va. subdivision's infrastructure is covered by surety bond

Infrastructure work may be poised to begin at a 102-site Virginia subdivision with proceeds from a $2.45 million surety bond and additional funding from the project's lender. The move comes years after ownership of most of the subdivision reverted to the lender when the developer was unable to make payments. Owners of the nine purchased lots had threatened to file a lawsuit for James City County to call the bond so that construction could begin.
