Fla. city council chooses to go without budget analyst

The Tampa, Fla., City Council has decided not to hire a budget analyst amid a revenue shortfall that could total $20 million. Many councilors say any funding for additional positions should go toward parks or code enforcement. However, some councilors think an analyst is necessary to monitor the city's complex, $804 million budget.
