Over 10 years, Part D has altered the Rx drug landscape

Medicare's prescription drug benefit program has helped keep prescription drug costs down by driving patients to generic treatments, the University of Pennsylvania's Mark Duggan said. Part D also extended coverage to many disabled and elderly Medicare beneficiaries, he added. The program means there are millions more patients with access to medicines than a decade ago and a larger market for drugmakers, Yale University economist Fiona Scott Morton said.
