Market value of spectrum should guide auctions, Pai says

The marketplace should be the determining factor for starting prices for broadcast spectrum, not the viewership of a station or the value of its business, Federal Communications Commission member Ajit Pai said. "The incentive auction is about purchasing spectrum, or more specifically interference rights," he said. "It is not about buying broadcast stations." Pai also gave his backing to the "down from 51" repacking plan developed by NAB and wireless operators.
